The board receives its authority by statute and oversees the finances and operations of the library. Members hold a commission for two years and must be approved by the Mayor.

The City of Beloit established the Beloit Land Bank with Ordinance 2295 September 1, 2021 that consists of a 5 member advisory committee. Beloit Land Banks is a governmental entity that focuses on the conversion of vacant, abandoned, and tax delinquent properties to put them back into productive use.
